Recent surveillance footage has been released that sheds light on the tragic death of a young boy at the U.S. border in 2013. The teenager was smuggling liquid methamphetamine into the country, pretending the two bottles contained juice, when he ingested the liquid at the behest of the customs officers.
Cruz Velazquez was entering the United States at the San Ysidro Port of Entry near San Diego when he was stopped by the US Customs and Border Protection Agency. He was carrying two drink bottles of an amber-coloured liquid in his backpack, telling the officers that he was carrying apple juice. He wasn’t believed, and an initial test was carried on the liquid to discern whether it was dangerous. However, the test isn’t effective at revealing liquid methamphetamine, so he was sent to a secondary inspection site. It was here that he sipped on the liquid to prove it was only apple juice. Shortly after, he began convulsing on the floor. He was taken into custody, then later rushed to hospital, where he died. Cruz, who was 16 years old, was travelling from Tijuana when the fatal incident occurred. Liquid methamphetamine is a highly toxic form of the drug, and is often transported in this way as it is easier to traffic and harder to detect at border checks. After drinking the liquid Cruz began sweating and convulsing, screaming in pain. He repeatedly shouted “mi corazon” (my heart). He was held in custody before being taken to hospital, but Velazquez’ family claim that they contributed to his death by not giving him immediate medical care and even coercing him into drinking the dangerous liquid. The surveillance footage was then aired on ABC after a year-long investigation into the death, with the help of the family’s lawyer Eugene Iredale, who stated: “What you see, I think, is a basic lack of compassion and decency toward a 16-year-old boy. Almost a delight that you would see in children who just pull the wings off flies slowly, a smile when he’s being asked to drink something and being put in this position.” Iredale said that the officers suspected it contained the drug but encouraged him to drink it regardless, looking unconcerned and joking around in the footage.”It’s true that Cruz was doing something that was against the law, and that he did not have to be doing,” Iredale told NBC, “It’s also true that they did not point their guns at him or physically threaten him, but in a social context in which this occurred, they knew exactly what they were doing.” The US Customs and Border Protection has said that after a long review of the incident, they had determined that “no further action was warranted and the officers involved were not disciplined.” The San Diego County’s Medical Examiner’s Office ruled that the death was accidental, but the family filed alawsuit in a Californian federal court, and eventually settled it for $1 million back in March this year.
